Squad size in Pikmin Bloom: level thresholds and minimum squads
Two separate limits decide whether you can take on a mushroom at all: how many Pikmin your level lets you field, and how many that mushroom's size demands. Battles unlock at level 8.
Max squad by player level
Your level caps the squad you can field. It steps up every two levels from 8, and stops at 40.

Minimum squad by mushroom size
A mushroom will not start until you field its minimum. The level column is the earliest level that can meet it.

Players and ticket caps
5 players can join a mushroom normally. Mushroom Recharge Tickets open further slots beyond that, up to the ticket cap for the size β as many as 40 participants on a giant. The cap is on players, not Pikmin: each of them still brings their own squad.
Why a level-8 player cannot join a giant
A level 8 player can field at most 10 Pikmin. A Giant mushroom demands 20. The two never meet, so the battle cannot start β no squad, however strong, gets around it. Level 12 is the first that can.
This is the only reason a join is refused outright. Everything else β the wrong Pikmin types, too little attack, a rating you would rather not get β still lets you in; you just do worse.
